LOLER Inspections for Healthcare & NHS Estates
Hospital lifting equipment cannot simply be taken out of service for a morning. Theatre access, bed transfer and mortuary routes all depend on plant that is also legally required to be examined on a six-monthly cycle. We schedule around clinical demand rather than against it.
Certificate expired or lift out of compliance? You're exposed to enforcement action, and your insurance may not respond, until it's resolved. What to do.
What Makes This Sector Different
The compliance pressures specific to healthcare and NHS estates
Patient-carrying plant is on the six-month cycle
Passenger lifts, bed lifts, patient hoists and bath hoists all lift people, so LOLER Regulation 9 puts them on a six-monthly thorough examination — not the twelve months that applies to goods-only plant. On a large estate that is a lot of statutory dates to hold.
Access windows are clinical, not administrative
A lift serving theatres or a bed-transfer route can rarely be isolated on demand. We plan examinations around ward and theatre schedules, including out-of-hours attendance where a daytime isolation is not clinically possible.
CQC and HSE both look at the same paperwork
Reports of Thorough Examination form part of the evidence an estates team relies on under CQC scrutiny as well as HSE. A report written to be defensible is worth more than one written to be quick.

Our Experience Here
Why we say this
Mark's career includes NHS estates work, and our published endorsement comes from a Critical Healthcare Estates Manager at Barts Health NHS Trust.
Who enforces here
HSE. Hospitals and NHS premises are HSE-enforced, so a Report of Thorough Examination here may be read by an HSE inspector rather than a council officer.
