A hospital estate is the hardest environment in which to run a lift examination programme, and not for engineering reasons. The lifts cannot simply be taken out of service: a bed lift serving theatres, a lift feeding an imaging suite, or the only accessible route to a ward are each a clinical problem the moment they stop. The estate is also rarely uniform — traction, machine-room-less and hydraulic units of different ages and different manufacturers accumulate across decades of building work, so a single examination approach does not fit the whole portfolio. On top of that, examination is statutory at six months and there is no mechanism for deferring it because the ward is busy.
A distribution operation running counterbalance trucks, reach trucks and powered pallet equipment has two problems at once. The first is that the site does not stop, so there is no natural window in which plant is standing idle. The second is that nobody is quite sure what the fleet consists of. Trucks arrive on short-term hire and stay, others go off for repair and come back with a different serial number, attachments get swapped between machines, and the asset register drifts away from reality within a year. An examination programme that works off the register rather than off the yard will miss plant that is in daily use.
Façade access equipment is the most reliably neglected lifting plant on a commercial building, for the simple reason that nobody sees it. It sits on the roof, it is used by a contractor rather than by the building's own staff, and responsibility for it falls between the managing agent, the FM provider and the window cleaning contractor. A change of FM provider is the classic trigger: the outgoing provider stops arranging examinations, the incoming one assumes it is in hand, and six or twelve months pass before anyone establishes that the units have lapsed — often when a cleaning contractor refuses to use them.
An FM provider running maintenance teams across many buildings accumulates powered access equipment one site at a time. A scissor lift bought for one contract, a vertical mast lift inherited with a building, a trailer-mounted unit shared between sites. Each was compliant when it arrived and each is now examined — or not — according to whatever the local site manager arranged. The portfolio-level position is unknown, which becomes a problem the first time a client asks for evidence across the whole contract rather than for one building.
