Engineering Approach

What our PUWER risk assessment programme delivers

Independent, defensible inspection by an engineer with deep hands-on plant experience.

  • Written risk assessment against PUWER 1998 Regulations 4 to 24 (suitability, maintenance, guarding, controls, warnings)
  • Site walk-through survey of the equipment in its actual operating environment
  • Practical, prioritised remedial recommendations rather than a generic tick-box checklist
  • Assessment format suitable for HSE inspection and insurer audit
  • Independent of your maintenance contractor — no conflict of interest
  • Follow-up re-assessment available once remedial actions are complete

What a PUWER risk assessment covers

PUWER 1998 applies to all work equipment, not just equipment that lifts. The assessment looks at each machine against the regulations that matter for it:

  • Suitability: whether the equipment is right for the job and the place it is used
  • Maintenance and inspection: whether it is maintained, and inspected where it can deteriorate
  • Specific risks: whether use is restricted to trained people where the risks call for it
  • Information and training: instructions, training and supervision for operators
  • Guarding: fixed and interlocked guards and other protection against dangerous parts
  • Controls and emergency stops: start, stop and emergency stop controls
  • Isolation: means of isolating the equipment from its energy sources
  • Stability, lighting and markings: fixings, lighting, warnings and markings

Missing or defeated guards and absent isolation arrangements are the most common findings.

When to carry out or review one

A PUWER risk assessment should be done when equipment is introduced, and reviewed when it is modified, moved, used differently, or after an incident or near miss. Equipment exposed to conditions that could cause dangerous deterioration must also be inspected at intervals the assessment sets.

PUWER risk assessment and maintenance explained

What you get

A written assessment you can show an inspector or insurer, listing each item, the risks found and what needs doing, in priority order. On top of that:

  • Photographs: of each machine and of anything that needs attention
  • Prioritised actions: what to fix first, rather than a generic checklist
  • Records and reminders: we keep the record and remind you when inspections or reviews fall due

Because we sell no machinery, guarding or repairs, nothing in the assessment is a sales pitch.

Common Questions

PUWER Risk Assessment FAQs

What is a PUWER risk assessment?

A written assessment of work equipment against the Provision and Use of Work Equipment Regulations 1998: whether it is suitable for the job, properly guarded and controlled, maintained, inspected where needed, and used by trained people.

Is a PUWER inspection the same as a LOLER examination?

No. LOLER covers lifting equipment specifically, with fixed examination intervals. PUWER covers all work equipment, and the inspection intervals are set by the risks. Lifting equipment is covered by both.

How often does work equipment need inspecting under PUWER?

PUWER sets no single interval. Equipment exposed to conditions that could cause dangerous deterioration must be inspected at suitable intervals by a competent person, and after anything that could affect its safety. The risk assessment is where those intervals are set.

What do I get from the assessment?

A written report you can show an inspector or insurer, listing each item, the risks found and prioritised actions, rather than a generic checklist.

Do I need a PUWER risk assessment for every machine?

Every item of work equipment needs its risks assessing, but similar machines used in the same way can be covered together. The assessment should be specific enough to show the risks for each.

Who can carry out a PUWER risk assessment?

Someone competent: with the knowledge and experience of the equipment and the regulations to identify the risks and the right controls.

Do you assess equipment that does not lift?

Yes. That is what PUWER is for: machines, power tools, presses, saws, conveyors and any other work equipment.
