Engineering Approach

What our passenger lift inspection programme delivers

Independent, defensible statutory examination by an engineer with deep hands-on plant experience.

  • Six-monthly statutory examinations under LOLER 1998 Regulation 9
  • Traction, hydraulic and machine-room-less (MRL) installations
  • Brake, governor, safety gear and overspeed device verification
  • Report with photographs issued the same day, suitable for insurer review
  • Next-due date kept on record, with a reminder before it falls due
  • Independent of maintenance providers — we inspect all makes and models, no conflict of interest
  • PUWER 1998 maintenance duties addressed alongside the LOLER examination cycle

What a passenger lift inspection covers

A passenger lift inspection under LOLER is a thorough examination of the whole load path, and of every device that stops the car if something fails. On a typical lift that means:

  • Suspension: the ropes or belts, their terminations, and the sheave they run over
  • Brake: its condition, its adjustment, and whether it holds the car
  • Overspeed governor and safety gear: that the governor trips and the safety gear grips the guide rails
  • Doors and interlocks: landing and car door locks, and the protection that stops doors closing on people
  • Car, guides and buffers: the car frame, the guide rails and their fixings, and the buffers in the pit
  • Hydraulic lifts: the ram, cylinder, valves and hoses, and any creep or leakage
  • Alarm and communication: the means of raising help from inside the car
  • Controls and history: the controller and emergency stops, and anything repaired or modified since the last examination

The detail depends on the lift. A machine-room-less lift keeps much of this in the shaft or headroom, so access and isolation take longer than on a lift with a motor room.

Why passenger lifts are inspected every six months

LOLER 1998 Regulation 9 sets two intervals: six months for equipment that lifts people, and twelve for goods-only equipment. A passenger lift carries people, so it is six-monthly, unless a competent person has drawn up a written scheme of examination that sets a different interval for that lift. A maintenance visit is not the examination and does not reset its date, however often the lift is serviced.

How often does a passenger lift need inspecting?

What you get after the inspection

A Report of Thorough Examination with everything LOLER Schedule 1 requires — including the lift identified, the date it was examined, its safe working load, any defect with what must be done and by when, and the date the next examination is due — with each defect graded by severity. On top of that:

  • Same-day report: issued digitally on the day of the inspection, not weeks later. HSE guidance for lifts says normally within 28 days
  • Photographs: of what was examined and of any defect, in every report as standard, so you, your contractor and your insurer can see exactly what was found
  • Records and reminders: we keep the lift's record on file and remind you before the next six-monthly inspection is due, so it never lapses unnoticed

If a defect means the lift is not safe to use, you are told in writing straight away, and the enforcing authority is notified as the law requires. Because we sell no repairs, a defect on the report is never a quotation in disguise.

Will the examiner leave my lift out of service?

Passenger lifts in flats, care homes and offices

Who controls the lift changes how the visit is planned. In a block of flats it is usually a managing agent or residents' management company, and residents need warning when a single lift will be out of service. In a care home the lift is examined alongside the hoists and stairlifts on the same six-monthly cycle. In offices and hotels we examine one car at a time, early or late, so the building is never without a lift. Mark is enhanced DBS checked for work in homes and care settings.

Common Questions

Passenger Lift Inspection FAQs

Does LOLER apply to passenger lifts?

Yes. LOLER covers lifting equipment used at work, and a passenger lift in an office, shop, hotel, hospital, school or the common parts of a block of flats is lifting equipment that people work with and around. Whoever controls the lift must have it thoroughly examined by a competent person every six months. The main exception is a lift inside a private house used only by the family, which is not work equipment.

Can I do my own LOLER inspection on a passenger lift?

Not the thorough examination, unless you are a competent person: someone with the practical and theoretical knowledge and experience of that type of lift to find its defects, and independent enough to judge them impartially. A building owner, managing agent or the engineer who maintains the lift will not usually meet that test. You can and should do routine checks between examinations, such as testing the alarm and reporting faults, but they do not replace it.

How often does a passenger lift need a LOLER inspection?

At least every six months, because it carries people. The only exception is a written scheme of examination drawn up by a competent person, which can set a different interval for that particular lift.

Is a passenger lift inspection the same as a lift service?

No. A service keeps the lift running and is carried out by the maintenance company. The LOLER thorough examination is a separate legal check of whether the lift is safe to keep using. A service does not count as the examination and does not reset its date.

Who is responsible for arranging it in a block of flats or an office?

Whoever controls the lift. In a residential block that is usually the freeholder, the managing agent or a residents' management company; in offices, the landlord or the occupier, depending on the lease. The duty stays with them even when someone else books the visit.

Do you inspect all makes of passenger lift?

Yes: traction, hydraulic and machine-room-less lifts from all the major manufacturers, including older and listed-building installations. We are independent of every maintenance company, so the name on the doors makes no difference.

How soon do I get the passenger lift inspection report?

The same day. The report is issued digitally on the day of the inspection, with photographs of what was examined and of any defect. HSE guidance for lifts says a report should normally arrive within 28 days.

Will you remind me when the next inspection is due?

Yes. We keep each lift's record and next-due date on file and contact you before the next six-monthly inspection falls due, so the lift never runs past its date without anyone noticing.

Will the lift be out of service during the inspection?

Yes, for part of the visit, because the brake, governor and safety gear cannot be tested while the lift is carrying passengers. We agree a time with you in advance so the building is not left without a lift at a busy point. It only stays out of service afterwards if the inspection finds a defect that makes it unsafe.

My passenger lift inspection is overdue. What should I do?

The lift should not be used until it has been thoroughly examined. Call and say it is overdue, and it will be treated as urgent.
