Lifting compliance across St Albans

St Albans combines a historic city centre with modern business parks along the A1(M) corridor. We inspect passenger lifts and goods lifts across both older converted commercial buildings and newer office developments.

Every inspection is carried out by an engineer with hands-on experience of the plant being examined, so duty-holders in St Albans receive inspections that match their fleet and risk profile.

Compliance guidance for St Albans duty-holders

Does Second-Hand Lifting Equipment Need Examining?
It depends on what comes with it. Used equipment bought from another business can go into service on its existing examination if it arrives with physical evidence that its last thorough examination was carried out, and its safety does not depend on how it is installed. Without that evidence, as with many auction lots and private sales, it needs a thorough examination before it does any work. Many buyers have one done anyway, because the seller's report describes the machine before it was moved.
Reporting, Records and the Duties Around a Thorough Examination
The examination is one duty. Three others sit around it and are routinely confused with it: what the report must legally contain, who has to report a failure onwards and to whom, and which other regulations govern the equipment once it is in use. Getting the first wrong means you cannot tell whether the examination was properly done. Getting the second wrong is an offence in itself.
What is LOLER?
LOLER is the Lifting Operations and Lifting Equipment Regulations 1998. It applies across Great Britain to lifting equipment used at work, and requires that equipment to be strong and stable enough for the job, properly installed and marked, used in planned lifting operations, and thoroughly examined by a competent person at set intervals: every six months for equipment that lifts people and for lifting accessories, and every twelve months for everything else, unless a written examination scheme sets different ones.

Common Questions

LOLER Inspection FAQs (St Albans)

How quickly can you carry out a LOLER inspection in St Albans?

We typically arrange inspections in St Albans within the same week of enquiry, with emergency response available for overdue or lapsed certificates. The visit is planned around your equipment and site, not just the next free slot.

What equipment do you inspect in St Albans?

St Albans combines a historic city centre with modern business parks along the A1(M) corridor. We inspect passenger lifts and goods lifts across both older converted commercial buildings and newer office developments. We cover the whole area, including St Albans City Centre, London Colney and Park Street.

Do I get a LOLER certificate?

You get a Report of Thorough Examination, which is what LOLER 1998 actually requires — the regulations call it a report, never a certificate. It is the document an HSE or local authority inspector, or an insurer, will ask for, and unlike a certificate it records the condition of the equipment as found, including any defect and the timescale to put it right. People also call this LOLER testing; a thorough examination is the broader assessment, and any load or functional test forms part of it where one is warranted.

How often do we need a LOLER inspection?

Six months for equipment that lifts people (passenger lifts, MEWPs, patient hoists) and for lifting accessories, and twelve months for all other lifting equipment — unless a written examination scheme drawn up by a competent person sets different intervals.

What is included in the Report of Thorough Examination?

A description of the equipment, the examination performed, identification of defects with severity classification, recommended timescales for repair, and the date of the next examination. The report is signed by the competent person who carried out the examination.

How quickly can a lapsed inspection be arranged?

Usually within the same working week in St Albans, with an overdue passenger lift treated as a priority. Out-of-hours and weekend slots are subject to plant access and risk-assessment review.

Do you inspect plant that is not maintained by you?

Yes — independent inspection is the standard model. We deliberately take on no maintenance or repair work, so there is no conflict of interest.

What happens if a defect is found?

The competent person classifies the defect by severity, and any defect that is or could become a danger to people is reported to you straight away rather than held for the report. If it is a danger now, the equipment must not be used until it is put right, and where it involves an existing or imminent risk of serious personal injury a copy of the report also goes to the enforcing authority (HSE or the local authority, depending on the premises) under LOLER Regulation 10. A defect that could become dangerous is given a date by which it must be fixed, and the equipment must not be used after that date until it is.

Are reports issued electronically?

Yes, on the same day as the examination. Digital Reports of Thorough Examination include photographs of what was examined and any defect, can be supplied to insurer portals or FM platforms on request, and we remind you before the next examination is due.
